2024:

REGULATION 16:

On 29/01/24 B&L Parish Council approved the Bramshott & Liphook Neighbourhood Development Plan for submission to East Hampshire District Council, and on 05/03/24 EHDC confirmed the Plan would proceed to the Regulation 16 Consultation.

In accordance with Regulation 16, a 6 week consultation will run from:

Monday 11 March 2024 and closes at 5pm on Tuesday 23rd April 2024 (extended for 1 day due to technical issue).

  • Liphook Millenium Centre, Ontario Way, Liphook, GU30 7LD (During Monday to Friday 10am to 2pm)
  • Liphook Library, London Road, Liphook, GU30 7AN (Opening Hours Monday 1pm to 5pm Wednesday, Friday and Saturday 9:30am – 1:30pm)

In accordance with the regulations, East Hampshire District Council has published the submission documents on its website Bramshott and Liphook neighbourhood plan | East Hampshire District Council (easthants.gov.uk). What is Regulation 16?

After consultation on the draft plan (Regulation 14) and amendments based on this, the plan moves forward to Regulation 16. The Neighbourhood Plan and all supporting documents are formally submitted to the primary local planning authority (in this case East Hampshire District Council) who publicise the plan, invite comments, and arrange for an independent examination.

What is Examination?
The independent examination considers whether the Neighbourhood Plan meets its basic conditions and other legal requirements. The examiner can ask both EHDC and BLPC questions, and put forward modifications needed to comply.

Who is the independent Examiner?
The local authority puts forward an appropriately qualified and experienced person to carry out the examination – the BLPC/Steering Group need to agree to the choice. They will be sent the plan, all supporting information, and any comments received at Regulation 16.

Is it too late to comment on the B&L NDP?
No, Regulation 16 is a six-week consultation period during which residents can give comments on the plan to EHDC. Previous consultations invited residents to ‘have their say’ on each chapter of the NDP, and feedback was incorporated into the policies. At this stage, residents are asked for final reflections on the full document – significant changes to content are not expected. All comments during Regulation 16 will be passed on to the examiner. If you are happy with the NDP, this is equally important to feed back!

What happens after Regulation 16?
After the six-week consultation and examination, the Steering Group will make any necessary modifications of the plan. The next stage will be referendum which is aimed for early autumn 2024.

2023:

REGULATION 14:

Neighbourhood planning regulations (Regulation 14) require that a draft neighbourhood plan proposal to be the subject of a pre-submission consultation before it is submitted to the local authority for independent examination. The BLNDP Regulation 14 consultation ran from 28/07/23 – 22/09/23.

– The consultation was open to people who live, work or run businesses in our area, as well as statutory bodies, community organisations and potential developers.

– We had display stands (with hard copies of the formal draft NDP, Design Code and summary documents) at the Liphook Millennium Centre and Parish Council Office throughout the consultation period.

– Residents could chat to a member of the Steering Group at the following events:

– Feedback was collected through an online survey and paper forms, and changes made to the NDP based on these findings can be found in this summary report: 

Your Parish, Your Views: Public consultation 22nd March 2023 and 25th March 2023 

Bramshott & Liphook Neighbourhood Development Plan Steering Group ran local residents consultation events at the Liphook Millennium Hall to share the draft BLNDP on:

22nd March 2023 – 7-9pm

25th March 2023  – morning 10-12, afternoon 2-4

The draft NDP and Design Code were available to read along with summary documents of all 6 chapters and 21 policies. SG members were on hand to answer questions and mapping activities were used to add important views, cycling routes and more. The feedback was used to amend the draft NDP before its final submission.

Past community engagement events:

NDP Public Exhibition (February 2019)

The Bramshott and Liphook Neighbourhood Development Plan held a public exhibition on Friday 15th February and Saturday 16th February 2019 at the Millennium Centre.

The NDP organised this event to follow the release of East Hants District Council’s Draft Local Plan. The feedback collated at this event will help to shape the NDP policies and our consultation responses to EHDC on their draft Local Plan.  The details of this event can be found here.

Visioning Event (June 2017)

On 14th of June 2017 we held a “Visioning Event” where representatives of local groups and businesses attended a task based event to look at issues affecting the Parish and what is great about the Parish that we work and live in. The details of the event itself can be found here .

The results of this event were summarised in a report which will provide a key ingredient to the emerging Bramshott & Liphook Neighbourhood Development Plan. The report can be found here .
